Dear Comrades, We, on behalf of the whole party membership convey our heartfelt congratulations to you and through you to the whole party membership of the Communist Party of India (Marxist) on this glorious occasion in the history of your party. We believe the present congress will bring impressive successes for your party and the proletariat of India.

At a time when world’s powers are trying to create a new world order according to their wishes, tensions and hostilities are springing up everywhere. The US Government has been pointing accusing fingers at many governments, including our nations so as to create favourable conditions for their hegemonic maneouvres and this has brought adverse affects to our nation. The political, economical and social situation in Burma is getting worse than ever and the people could hardly bear any longer.

The National League for Democracy, the organization that has won lopsidedly during the 1990 elections, is now making efforts to build a democratic system by peaceful means. The Communist Party of Burma, in accordance with the wishes of the people, is also supporting their attempts by every means. We and other democratic forces of Burma will never forget the support you have given us for this cause. However, in spite of the staunch opposition from the people of Burma, the SPDC(State Peace and Development Council) government is making preparations for the promulgation of their fascist-like constitution. If the NLD’s attempts fail to succeed, we might have to take other means into consideration. We shall adopt a new line after consulting with other democratic forces, however, we can’t afford much time any more as the international situation has been pressing on.
