CITU Unions Secure Two Thirds
Majority

SECRET ballot took place on October 9 in the
Power Grid Corporation of
India Ltd (PGCIL) whose operation is composed of 123 electrical
sub-stations
spread through the length and breadth of the country. It also has its
regional
headquarters and regional load despatch centres located in major
national and
regional cities of the country. Based on this administrative set-up, 15
electoral constituencies had been created for organizing secret ballot
in the
corporation.
The PGCIL workers cast their votes in these
15 constituencies to elect
the majority union to nominate a total of 27 representatives to the
apex
bilateral forum of the company called Power Grid National Bipartite
Committee
(PNBC). Trade unions affiliated to the CITU, INTUC and BMS contested
these
elections.
According to the result of the secret ballot,
out of 27 representatives
to PNBC, the CITU got 18 representatives (66.66 per cent), the BMS got
five
representatives (18.51 per cent) and the INTUC got four representatives
(14.81
per cent). From the table given below, one may see that the CITU was
elected
sole representative in ten constituencies, BMS in two and INTUC in one.
Further,
in one constituency the CITU, BMS and INTUC have got one representative
each
and in another constituency the CITU and INTUC have between them two
representatives. It is important to note that to be the sole
representative in
any constituency, the winning union must get at least 60 per cent of
the votes;
otherwise the representation is proportionate. It is obvious that the
CITU
unions have secured more than 60 per cent votes in ten constitutes.
These elections are held on a five-yearly
basis.
This was for the third time in a row that
secret ballot was organized in
the PGCIL --- first time in 1998, then in 2004 and now in 2009. On the
previous
two occasions also, the CITU was in the first position. More
remarkably, in every
successive election, it has increased the number of its representatives
in the
PNBC; this time too, the CITU has secured a further increase in the
number of
its representatives.
