TheconferencewasinauguratedbyPartygeneralsecretary,PrakashKarat.HespokeofhowmanyhadpredictedthatcapitalismwouldtriumphundisputedafterthedemiseoftheSovietUnion.However,sincemid-2007capitalismisinitsgreatestcrisiseversincetheGreatDepressionofthe1930s.Advancedcapitalistcountrieshavebeenunabletorecoverfromthecrisisandaretransferringtheeconomicburdenofthecrisisontotheworkingpeople.ItisclearthatthepromiseofpeaceheldoutbyBarackObamaisemptyandtheUS,alongwithitsNATOallies,iscontinuingwithitsmilitaryaggression.Severalpointsofchallengetotheneo-liberalorderhaveemergedacrosstheworld:theOccupyWallStreetmovementintheUS,theanti-austeritymovementsinEuropeandtheadvanceofLeft-wingforcesincountriesacrossLatinAmerica.TheeconomyofChinatooisgrowingfastandispredictedtosurpasstheUSeconomyby2020.TheUSanditsalliesarestrugglingtomaintaintheirhegemonyovertheworld.Inourcountrytoo,twodecadesofneo-liberalismhavehadanadverseimpactonvariousclasses,includingthepeasantry,workers,lowermiddleclasses,smallmanufacturersandtraders,etc.WhilethePartyistryingtoovercometheelectoralsetbackssufferedbytheLeftoverthepastcoupleofyears,thefutureofthePartyandtheLeftmovementliesinstrengtheningstrugglesagainsttheadverseimpactofneo-liberalismonthepeople.InDelhi,intensifyinglocalstrugglesamongvarioussectionsofthepeoplewouldbethewayforward,

SGrewalwasillandwasinnoconditiontoattendthe conference.Therefore,Delhi state secretariat member,VijenderSharma,presentedtheReportonbehalfoftheDelhi state committee.HeoutlinedhowtheCongressgovernmentinthestatehadintensifieditsneo-liberalonslaughtoverthepastfewyears.Apartfrombeingsteepedincorruption,
as revealed in the
Commonwealth Games,theDelhigovernmenthadfailedtotakeanysignificantstepagainstpricerise,hadreducedexpenditureonthepeopleandhadbacktrackedonmanyofitspromisesmadebeforetheassemblyelectionsin2008.
Basedontheexperienceofwork,heurgeduponthedelegatestointensifystrugglesagainstimperialism,anti-peopleeconomicpolicies,communalismandcasteism.He also calleduponthedelegatestodiscusswaystointensifysustainedstrugglesonlocalissuesofthepeople,againsttheadversitiesfacedbytheworkingclasses,especiallyunorganisedsectorworkers,onexpandingworkinnewareasbytargetingslums,buildingsustainedstrugglesforensuringtherightsofdalits,minoritiesandwomen,andmakingmoreconcertedeffortsinpriorityareas.
Atotalof165delegatesparticipatedinthe conference. Among
them 56participatedinapoliticalandobjectivedebatespreadovertwodaysandenrichedtheReport.Resolutionswereadoptedontherightsoftheworkingpeople,againstpricerise,againstcorruption,ontherightsofwomen,ontherightsofdalitsandMuslimsandagainstcommunalandterroristviolence.TheReportwasadoptedbythe conference.The conferenceelecteda25member state committee.Itre-electedP M

JogendraSharma, central secretariat member,gavetheclosingaddressandurgeduponthedelegatestointensifystrugglesonlocalissues.HedrewonthepositiveexperiencesandachievementsoftheDelhiPartyandurgeduponcomradestoconductfocusedandsustainedstrugglesonissuesconcerningthepeopleandparticularlyatlocallevel.HeespeciallyurgedupondelegatestoexpandtheworkofthePartyintargetedslumclusters,amongunorganisedsectorworkers,oncitizensissueslikeeducationsandhealth,andonsocialjusticeissues.

conferencewasfollowedbyamassive
public meetinginAzadpur village.VijenderSharmapresidedoverthemeeting.AshaSharma,secretaryofthehostNorthDelhi local committeeandRampal, secretariatmember,addressedthemassivegatheringandurgeduponthepeopletojointhestrugglesoftheCPI(M)onpeople’sissues.PolitBureaumember,BrindaKaratspokeontheanti-peoplepoliciesoftheUPAgovernmentanditsfailuretocurbpriceriseduetoitsfaultypolicies.ShecriticisedtheproposedRighttoFoodBillandsaidthatitwouldfurthercurtailthePublicDistributionSystem.ShesaidtheUPAgovernmentwascompletelysteepedincorruptionandhadfailedtoreassurethepeopleaboutitsintentiontocurbcorruption.ShespokeonhowgrowingnumbersofpeopleinDelhiwerefindingworkintheunorganisedsectoranddemandedcomprehensivesocialsecurityforthem.Shealsosaidthatthegovernment’smovetobringFDIinretailneedstobewithdrawncompletelybecauseitwouldleadtomassivejoblossandwouldadverselyaffectsmallretailersaswellasthefarmers,smalltradersandmanufacturersofthecountry.ShecalleduponthepeopletostrengthentheLeftinthepresentcontextinordertoadvancetherightsofthepeople.
